Hussein authorized the supervisor of his office, Ambassador Luqman Abdul Rahim
the minister's administrative powers.
Hussein decided according to a ministerial order, "to give Ambassador Luqman Abdel-Rahim Al-Faily / Supervisor of the Minister's Office, the authority to issue all administrative directives."
